Financial Markets International, Inc. (FMI), the Implementing Partner for the USAID Business Growth Activity, is now seeking an SMEs Business Manager for the Activity.
The USAID Business Growth Activity will enable Jordan’s small and medium enterprises to improve their productivity and competitiveness, create new jobs and innovations within a range of sectors, and advance Jordan towards a more prosperous, resilient, and inclusive future. Through a series of evidence-based interventions, the Business Growth Activity will support these enterprises with direct firm-level assistance and broad-based capacity building programs to mobilize millions in capital, and address constraints through advocacy and public-private dialogue that complements USAID’s policy reform initiatives. The activity strives to allow growth-oriented small and medium enterprises to reach new markets and buyers, increase collaboration along value chains, and improve efficiency and quality to meet demand. The activity will empower these enterprises to access tailored and competitively priced debt, equity, and new hybrid financial products to operate within a more responsive business environment better informed by public-private dialogue and advocacy. This will allow small and medium enterprises to engage women, youth, and persons with disabilities, and increase sales, exports, and broad-based job creation
Position Summary
The Grants Manager is responsible for managing all aspects of grant-making including, overseeing grants competitions and review committees, managing the due diligence process with potential grantees; providing capacity building to grantees; monitoring grantee compliance with reporting requirements; managing grant pipeline, in accordance to USAID regulations. The Grants Manager will also supervise the work of the Grants Officer.
Roles and Responsibilities:
S/he will perform related responsibilities as required. S/he shall be responsible for, but not limited to, the tasks detailed hereunder:
· Lead the design process of the different solicitations under the grants component.
· Lead the preparation of any needed grants solicitation and orientation workshops.
· Review all grant solicitation questions and answers to ensure compliance with USAID rules and regulations.
· Organize and coordinate the Grant Evaluation Committees.
· Ensure timely reporting to successful and unsuccessful applicants.
· Lead the process of developing project descriptions and corresponding budgets.
· Administer tools designed to perform due diligence responsibilities.
· Prepare and negotiate special award conditions, and monitor the grantee’s implementation per agreed timeline.
· Prepare negotiation memos.
· Process modifications to grant agreements
· Follow up with and support the assigned grantees to ensure that the grant is implemented according to the grant agreement, work plan and timeline.
· Work with the Finance Team to ensure that all financial transactions are correctly administered and that all vouchers, milestone payments and grants are processed in a timely and efficient manner.
· Develop overall grantee training program to ensure proper grant administration and capacity building in specific operational areas, as deemed appropriate.
· Ensure inclusion of potential environmental impacts under each grant and coordinate environmental compliance monitoring.
· Conduct periodic field visits to grantees to ensure proper monitoring and follow-up.
· Manage overall grant close-out process.
· Ensure all grantee deliverables and documentation are complete and on file prior to close-out.
· Coordinate with the finance team to ensure that all payments are finalized.
· Develop and manage a grants tracker that includes current and future grants projections, funding obligations, and grant agreement details and modifications.
- Contribute to collecting and submitting the monitoring and evaluation data as required by the M&E Department.
- Contribute to highlighting grantee success stories and work in collaboration with Communications team.
· Advise senior management on grant concerns and recommend solutions and/or alternative approaches to overcome challenges.
