NI-CO is seeking to recruit enthusiastic, confident and self-motivated person to act as De-Institutionalisation (De-I), Coordination Officer to support implementation of the above EU project based in al Ruceifa.
Working for NI-CO, these Coordination Officer will be based in the Al Amal Care Centre (Ruceifa) and will report directly to and be accountable to the NI-CO resident Component Lead for their work. They will provide support to the local project team and the Ministry of Social Development (MoSD) of Jordan.
The Coordination Officer will be expected to positively contribute in progressing the objective of transforming residential institutions across Jordan. This will involve them supporting the actual discharge of residents to their own families/communities and in the immediate follow up to ensure that families are being properly supported in caring for their loved ones.
The appointed will be expected to coordinate activities related to the transition of residents from centres to their family homes or other community settings. This will involve working closely with and supporting the residents, centre directors and staff, families and others who may be directly involved in providing services in the community. S\He will also work to support the De-I unit in MoSD along with the NI-CO resident Component Lead.
The Coordination Officer will report to the NI-CO Component Lead and will provide professional support to the local project team and the Ministry of Social Development (MoSD) of Jordan.
ESSENTIAL SKILLS / EXPERIENCE
· 5 years’ experience of working in care services
· Experience of developing assessments, care plans including management of case conferences
· Ability to support the work on De-I and the relationship between NI-CO, the MoSD and HCD
· Knowledgeable about the strategic plan for De-I and the Law No.20: 2017
· Good organisational and planning skills
· Computer literate (MS Office – word, excel, PowerPoint)
· Ability to work as a team member
· Self-motivated to achieve results
DESIRABLE SKILLS / EXPERIENCE
· Committed to the ideology and principles of De-I
· A qualified trainer of trainers
· Previous experience of working on international co-operation projects
· Work, educational or voluntary background in the social protection sector
· Knowledge of EU policies and institutions
- Fluent in spoken and written Arabic and English
KEY RESPONSIBILITIES
The Coordination Officer will:
- Report directly to and be accountable to the NI-CO resident Component Lead for their work.
- Be members of the local NI-CO team and work with Short Term Experts (STEs) either remotely or otherwise to achieve agreed outcomes and ensure evidence-based decision making.
- Support the actual discharge of residents to their own families/communities and the immediate follow up to ensure that families are being properly supported in caring for their loved ones.
- Co-ordinate/facilitate engagement of key stakeholders/work streams to identify issues, challenges and ideas for improvement for the consideration of the MoSD Technical Team.
- Support the resident Component Lead in meeting the objectives of the project as they relate to de-institutionalisation
- Support the Component lead in dissemination and sharing of information and papers with relevant stakeholders
- Support the Component lead in co-ordinating project activities and making links between relevant work streams to ensure a cohesive, joined up approach to the De-I process in Jordan
- Provide local knowledge of community services available and be directly involved in the programme of Community Service Mapping.
- Provide logistical support to training initiatives developed and provided as part of the project
- Provide an overview of documentation produced – training materials; guidance; policies and procedures etc. – derived from the project, providing a critical review of these to ensure they are fit for purpose in Jordan
- Critically evaluate and support work undertaken as part of the De-I component.
TERMS AND CONDITIONS
- The contract offered is on a 6-month basis for 3 days per week in Al Amal , either as an independent consultant or secondee. The post will be subject to review at the end of the initial 6-month period.
- Where a Coordination Officer is required to attend workshops/ meetings etc. outside of Ruceifa and to stay overnight/s then appropriate expenses will be paid.
N.B. Those either currently employed by MoSD or who were employed by MoSD within the past 6 months will be ineligible to apply for this position.
