Job Purpose

The Capacity Building Officer at the Partnership Unit (PU), under the leadership of the Area Coordinator (AC), PU acts as the primary point of contact for and support to ACTED’s implementing partners (IPs) (remote modality) in terms of:

(1) IP capacity building,

(2) ACTED partnership strategy implementation,

(3) administrative management of implementing partners.

The Capacity Building Officer takes the lead on developing, operationalizing, and following up on partner specific capacity building plans and partner specific partnership strategies. She/he supports the AC in identifying, communicating with and assessing new partners as well as administrative processes with existing partners.


Objectives:


  1. Capacity building(lead & facilitate) – through participatory process asses the needs, develop, implement with coordination with respective PU departments, and follow-on implementing partners’ specific capacity building plans.
  2. ACTED partnership strategy implementation (support) – support operationalizing the ACTED partnership strategy, through facilitating the development and implementation of partnership-specific strategic papers. Support the AC in identifying, communicating with, and onboarding new implementing partners.
  3. Administrative management of IPs (lead) – with support from the AC, ensure the compliance with ACTED policies on “Contractual Modalities with Implementing Partners and Service Providers”. Take the lead on partner due diligence, vetting, teaming & grant agreements, etc. 


Duties and Responsibilities:

1.    Capacity building

1. In coordination with relevant ACTED PU departments through a participatory process, assess the implementation partners’ needs in terms of capacity building (organizational and technical as relevant for jointly implemented programming)

2. Develop partner-specific capacity building plans based on consultations with concerned partner and relevant ACTED PU departments

3. Facilitate the implementation of the capacity building plan in cooperation with the IP and relevant ACTED PU technical departments

4. Ensure follow-up on the trainings and regular update of the capacity building plans

5. Take the lead on the implementation of partner-specific Risk Mitigation Plan

6. Ensure that capacity building tracker is regularly updated

7. Ensure that all trainings and training materials are documented and archived



2.    ACTED partnership strategy implementation

1. With support from the AC, lead on and coordinate partner identification, initial partner assessment, and onboarding processes

2. In line with ACTED partnership strategy, support the AC in developing a strategy paper for each partner, including program and organization objectives for the partnership between ACTED and the Partner

3. Lead on the development of an action plan to operationalize the partner strategy paper

4. Lead on the process formalization to onboard new partners and developing partner specific strategy papers

5. Contribute to facilitating learning events in order to capture best practices and lessons learnt related to ACTED partnerships



3.    Administrative management of IPs

  1. In coordination with the AC, act as primary point of contact between ACTED and partners as relates to administrative matters
  2. Coordinate the due diligence, contracting (teaming and grant agreements, etc.), vetting of implementing partners
  3. Ensure all partners are informed and aware of their contractual commitments
  4. Working with relevant ACTED departments, follow up on reported issues of partner non-compliance and ensure compliance action plans are developed and implemented
  5. With support from the AC, ensure that partners are compliant with ACTED policies on “Contractual Modalities with Implementing Partners and Service Providers”



Key Performance Indicators:


Objective 1: Capacity building

  • # of capacity building plans developed and implemented in coordination with the IP and ACTED PU focal points over the past 6 months
  • # of Risk Mitigation Plan actions followed on and resolved in the past 6 months
  •  # of trainings facilitated, tracked and archived
  •  % of IP focal points provided with training during the past 6 months


Objective 2: ACTED partnership strategy implementation

  • # of new partners identified and assessed
  • # of partner-specific strategy papers and action plans developed
  • # of learning events with IPs conducted


Objective 3: Administrative management of IPs

  • % of administrative processes with IPs facilitated in quality and timely manner
