The Monitoring and Evaluation (M&E) officer aims to monitor and eventually evaluate the projects achievements and document the lessons learned using the results based approach. This will be achieved through developing a Design Matrix for the project, as well as, identifying the main outcomes and indicators to be measured.
1. Lead the Development and implementation of an M&E processes and procedures in collaboration with all project team members to monitor the achievement of planned objectives and results
2. Ensure that all M&E activities are carried out with high accountability and integrity and that all deadlines and targets are met
3. Participate in the development of project documents, logical framework, Performance Measurement Framework and formulation of action plans
4. Participate in the development of commonly agreed Key Performance Indicators KPIs and targets for the project
5. Support the management of data including developing data collection tools such as surveys, observation forms, focus group guidelines, workshop feedback forms… etc.
6. Participate in the data analysis and development of data analysis tools
7. Plan and perform field visits for M&E functions to ensure the quality of data collection by programs and ensure accuracy of report data
8. Participate in preparing quarterly, semi-annually and yearly progress reports
9. Lead internal and external program/project evaluations as necessary and ensure the execution of baseline, periodic, mid-term and final evaluations as well as impact assessments as necessary and in coordination with the program team
10. Ensure effective communication between M&E, project staff, management and partners
11. Support effective communication and dissemination of main findings, key messages and lessons learnt to reflect progress
12. Any Other tasks as required by the Senior M&E Officer within the scope of specialization
