NRC is implementing projects in Zaatari and Azraq camps and needs to have HR presence in these locations. The Technical HR Officer will be the focal point for HR matters in the camp and will report to HR department in Amman.
1. Role and responsibilities
The role of the Technical HR Officer is day to day implementation of the HR functions responsibilities.
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
1. Manages progress of own activities and the quality of own output
2. Develops own quarterly/monthly/weekly activity plans
3. Ensures compliance with NRC (global and national) policies and procedures, handbooks and guidelines and Jordanian labor law, and/or proposes new initiatives to bridge gaps and implements these initiatives
4. Provides advice to managers on complex and cross departments issues, as per advice from the HR Coordinator
5. Identifies, analyses and evaluates key processes and gaps in the department activities and makes recommendations for improvement
6. Implements and trains staff in NRC’s HR policies and procedures at the field location level
7. Generates monthly records and reports such as staff lists, leave tracking, attendance, timesheets and similar HR statistics; ensures that staff records are up to date and filed appropriately
8. Supports the line managers in implementing the performance management, tracks the performance management and liaises with the HR team in Amman
9. Coordinates staff recruitment and exits, introductions, trainings and development at the field location level; in cooperation with Amman level HR supports field level interviewing
10. Coordinates with relevant authorities, as per advice from the HR Coordinator
11. Promotes equality and diversity as part of the culture of the organisation
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
• Deals with grievances, implements disciplinary procedures and participates in exit interview and disciplinary meeting when necessary and in coordination with the HR Coordinator
• Assists in administration matters related to HR and assists with field level training as required
• Participates in field coordination meeting and provides messaging from Amman HR to field staff
• In coordination with Amman HR, provides staff support and care for NRC medical cover and insurance advice and supports line managers in all HR processes, in coordination with the HR Coordinator
• Records all field level training events and all staff development plans, and submits to Amman HR / Training Officer
• Ensures organograms/structure information is provided to Amman HR
