Background/IRC Summary:
Founded in 1933, the International Rescue Committee is one of the most prominent international organizations working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.5 people are internally displaced and 12.2 million are in need of humanitarian assistance. There are 3.9 million refugees in neighboring countries - a number which increases by the day. IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, distribution of and core relief items, cash assistance, water and environmental health, and economic recovery. IRC’s work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Responsibilities:
-Under the supervision of the Regional Talent Acquisition Coordinator; fill international vacancies, emergency positions, and provide emergency surge support.
-Fill international positions for all SRR countries including Lebanon, Turkey, Iraq, Jordan and Syria.
-Oversee full-cycle recruitment process and directly recruit positions; develop candidate rosters, employ traditional sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent.
-Provide support in monitoring and evaluation of IRC’s new Global HR Operating Policies and Procedures on Recruitment and ensure all recruitment activities are carried-out in adherence to these standards; study and become versed in any local labor laws impacting recruitment
-Develop a deep and detailed understanding of IRC’s programs and operations in order to effectively recruit best talent
-Develop and maintain a collaborative relationship with key global stakeholders internally and externally including country program HR staff and talent acquisition teams, Regional Teams, Senior Leadership Team Members, Partners, Universities, peer agencies, and private sector.
-Act as a senior mentor and trainer to national recruitment staff in SRR, while providing training on new initiatives and recruitment best practices.
-Promotethe International Rescue Committee brand as an employer of choice in the region, with a focus on creating awareness for IRC’s response to the Syria crisis.
-Expand the capacity of hiring managers and new HR or Recruitment staff to identify talent via improved interview skills & ability to specify critical needs.
-Advocate SRR’s Nationalization goals and achieve the set targets to implement dual-recruitment strategies in collaboration with National Recruitment team.
-Utilize local job boards in SRR countries, oversee social media initiatives and apply innovative sourcing methods to support recruiting objectives.
-In collaboration with the local Human Resources department, represent IRC at industry related career fairs, conferences, seminars and other relevant industry events as necessary.
-Travel to field sites, attend various HR meetings, and partner with local schools/universities to build a solid reputation to promote IRC’s open positions and work around the Syria Response.
-Other recruitment responsibilities as assigned.

Key Working Relationships:
-Position Reports to: Regional Talent Acquisition Coordinator - SRR
-Partner with: Regional HR Director and all Hiring Managers, Compensation Analyst, Country Program HR Leads and Talent Acquisition teams.
-Internal: This position requires close collaboration with the Regional Syria Response Teams, Regional HR Director, Senior Management Team, Program Coordinators and all Hiring Managers within the IRC.
-External: This position will require close collaboration with schools/universities, other INGO networks, etc.
