Job Purpose:
The ICT Specialist post is a full-time position designed to assist the Programs Support &
Networking Division and ICT Manager in strengthening EMPHNET’a role and presence in the area of Information and Communications Technology (ICT) and enabling technology to develop
and maintain EMPHNET’s networking platform. S/he has both a technical and administrative role
in EMPHNET’s projects, including the following responsibilities :
1- Identify, design, develop, implement, and maintain solutions for EMPHNET technical
components and implemented projects including areas of: Surveillance systems, digital
disease detection, eHealth, and mHealth.
2- Work to strengthen EMPHNET role in the area of Information and Communications
Technology (ICT), by providing technology driven tools and solutions, that can support
EMPHNET implanted projects and technical areas.
3- Work to develop mobile apps, web-based applications, and use technology that apply to
public health area and field epidemiology. By integrating the capabilities of available
technology and software’s with EMPHNET needs and functions.
4- Extract user needs and formulate them into a concrete and clear set of requirements.
5- Analyzing requirements and coordinate the development of prototypes.
6- Supervise consultants and software developers to develop and implement ICT projects
and systems; responsibility for business analysis, identify requirements, budgets,
contracts, project management and procurement.
7- Execute full lifecycle software development, produce software specifications, and
training manuals for end users.
8- Design software modules and other applications for use of EMPHNET projects, including
the development of instruction manuals, data capture guidelines, and standard operating
procedures, achieving results such as:
a. Development of database systems, specific software programmes or applications
for diverse data management purposes, e.g. monitoring programme indicators and
information processing for various scenarios, monitoring disease trends, quality
control activities…etc.
9- Develop different data gathering forms, mobile data collection, and protocols to
strengthen data structure and facilitating data gathering process, to create an integrated
standard to be shared with partners and country programs.
10- Conduct training activities in the usage of databases, systems and related applications,
achieving results through designing, planning, and implementing workshops.
11- Provide technical assistance and training activities to EMPHNET country officers and
MoH data managers on how to use, manage database at respective levels, updating data
entry templates, and providing training as required.
12- Offering the comprehensive database systems and tools to be used for decision-making
and improving reaction to outbreaks or other disease threats.
13- Lead the development process of the EMPHNET Online Networking platform including
design, development, implementation, evaluation and management phases, required to
develop roster of expert’s, FETP alumni, health professionals, and volunteer’s
communities, considering user engagement and platform sustainability.
14- Assist in the in update, improve EMPHNET website, and work to identify ways to
increase website traffic and search engines ranking.
15- Assist to improving EMPHNET’s document management system by adding reporting.
