Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for Senior Program and Reporting Officer 

Work place:  Irbid, with frequent field movement to Mafraq, Zarqa and Jaresh and other Action Against Hunger offices in the country

Position Overview:

As part of “Enhancing Self-Reliance of Vulnerable Refugees and Host Communities through Integrated Livelihoods and Mental Health and Psychosocial Support” Project Team the Senior Program and Reporting Officer under the supervision of FSL & MHPSS PM will be; Supporting on project administration tasks, providing technical support, facilitating smooth flow of data and leading the project information management data base, and assisting in producing internal and external reporting and project representation.

The DPM technical support is required in developing SOPs, Training Guideline & Manuals, Providing Guidance and Quality Check Related to:,  Identification and selection of V-HH, Cash Assistance, TVET and soft Skills training, Small Grant, Micro- business, Homebased business and Self-employment.

Responsibilities:

1) Support the PM to set up and implement project activities

- Facilitate the detailed planning of project activities, including targeting and beneficiary selection, provision of cash assistance and household capacity building.

- Support the PM to monitor the progress of activities and ensure they are implemented as per the specifications, within budget, plans, time schedules and quality standards.

-  Follow up on the project needs, prepare or update the PPP and BOQs, and submit and initiate procurement requests

-  Liaise with Finance department on timely collection and provision of supporting documentation for cash transfers

- Coordinate and follow up with other departments to monitor progress; MHPSS (Mental Health and Psychosocial Support), Support and MEAL departments according to the needs of the projects

- Upon the PM’s request, represent the organization in meetings with local stakeholders, receive feedback, issue meeting minutes and put in place a proper archiving system of the different exchanges.

2) Provide overall data and information management support to the project

-  Ensure the project data is updated and archived in an organized way to be used a reference for reporting.

-  Develop and institutionalise database management tools and SOPs to manage, archive and ensure the smooth flow of information in collaboration with PM and Meal Manager.

-  Lead the compilation of project data and updating databases in collaboration with the FSL SRO and MHPSS DPM

-  Conduct qualitative, quantitative and statistical analysis of the gathered monitoring data in collaboration with the MEAL team

-  Design and produce on regular basis analytical reports such as monthly dashboards to reflect project figures, status and achievement, in order to measure the efficiency and effectiveness of the project.

-  Ensure regular analysis of activity indicators

-  Working closely with the Meal Manager, act as the key focal point in the management of the IM system within the project.

-  Establish systems and processes to ensure that beneficiary data is secure and protected in line with relevant legislation

3) Assist PM  in the drafting and compiling of internal and external reports

-  Coordinate with FSL SRO to draft FSL monthly activity progress reports and quarterly donor reports, and share these with the PM

-  Coordinate data collection and input for Grant Review Meetings

-  Ensure that key project data and indicator analysis is available to feed into reports

-  Support the PM in the financial management of the project.  

4) Provide technical support and quality assurance on project activities

 - Together with the FSL HoD, support the PM in defining the methodology of the project activities, including targeting and beneficiary selection, provision of cash assistance and household capacity building.

-  Together with the FSL HoD, support the PM to define and adapt SOPs, technical guidelines, manuals and implementation tools.

-  Provide technical support and guidance to FSL Team, including ToT where needed to use the defined methodology in delivering project objectives & activities.

-  Identify, analyse and evaluate processes and gaps in the implementation of activities and make recommendations for improvement, ensuring the timely and high quality implementation of the activities

- Participate in lessons learned, capitalizations, assessments and new project design as needed.

5) Ensure adherence to Action against Hunger gender requirements

- Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)

- Support on the implementation and the promotion of gender, age and diversity principles

- Maintain the confidentiality of all sensitive information at all times
